The’Boarding Out’ Regulations introduced the idea of children being cared for by foster parents, supported by financial contributions from the State. This often served as a step towards adoption. The Home Office was responsible for inspecting foster homes and increasing the number of foster parents available for children. However, progress was slow because local authorities had limited resources. To help, the Home Office teamed up with charities to achieve this.
