The Curtis Report and the 1948 Children Act called for children to be treated as individuals, rather than as part of a group. It recommended that children without parental care should live in homes resembling normal family life. Larger institutions were no longer ideal, and smaller, more personal care settings were preferred. The Charity responded by launching an appeal for foster parents to provide children with more individualised care.
