In 1981, the Charity incorporated as a Limited Company. The accounts also revealed it had still proven impossible to re-establish adoption work in Cumbria, and services only resumed with the opening of an office in Carlisle in 1995. Whilst most couples still wished to adopt a ‘healthy white baby,’ for the first time, there was reference to the Charity working with ‘children with special needs and disabilities’ not of the Catholic faith. These children, because of their additional needs, were more difficult for the Local Authority to place with adoptive parents.
