In 2013, the North West Concurrent Planning Service was launched. Changes in regulations encouraged local authorities to place children with carers who could potentially become their permanent family as early as possible. Through this service, children were placed with foster carers who were also approved adopters. This meant children could stay in one home while decisions about their future were being made, whether they would return to their birth families or be adopted. Since local authorities were unable to meet this need alone, Caritas Care partnered with Adoption Matters to provide the service across the North West, reducing the number of moves children had to make and giving them the stability they needed.
