The adoption landscape began to change with the creation of Regional Adoption Agencies, funded by the Department of Education to strengthen Local Authority adoption services. As these agencies grew, fewer children were referred to Voluntary Adoption Agencies like Caritas Care.

This decline in referrals led to a national reduction in adoption services and even the closure of some Voluntary Adoption Agencies.
